Preparing for 1.3 release

Hello,

it's summer again, so I think it might be about time :). Over the last year
Icecream has accumulated a number of new features such as better compression
or not requiring compiler to be in /usr/bin and fixes such as better
workarounds for the damn -fdirectives-only.

I have recently been reviewing all the issues reported and fixing some of
those. Does somebody know of something important that should get fixed?

The only thing I can think of is that we need to document the new features and make sure that the build instructions are up to date.

I have been trying to do a release every August, though I have no reason.

Yes, I intend to do that. It'll probably still take a while to do the RC
phase, so the final may possibly be in August.
