topcat 2.4.9 released

Following on from the snapshot I released recently, Topcat 2.4.9 has been released

The release only modifies an existing endpoint on the cart functionality, which was driven by an issue in DataGateway. The change is fully backwards compatible to TopCAT. You can read further details of the fix here: https://github.com/icatproject/topcat/pull/483.
