PyICAT - An ICAT WebService client module, first release

Hello,

I have written some python modules to deal with the ICAT 4 WebService. The main focus of this modules is ingesting meta data into the catalogue (data acquisition).

There is also a facility setup script which can be used to do an initial setup of ICAT (e.g. creating necessary rules and types). An DAQ Example is provided.
