arFileImportJob not using localtime

Hi Atom,

Output from jobs in v2.40 do not seem to be reporting local time.

Here is the atom-worker log started at 16:07 2018-07-04(Canberra, Australia)

2018-07-03 23:07:43 > Running worker...
2018-07-03 23:07:43 > PID 13111

Timezone is set in php.ini to Australia/Sydney  (same as Canberra).

Not local time and doesn't appear to be UTC.
Looks like West Coast USA.

Anyone else seeing this or perhaps has a fix.

You'll also want to check the time zone settings found in apps/qubit/config/settings.yml

I'd suggest restarting PHP-FPM and memcached, and clearing the application cache after making changes.

That appears to fix the time if the atom-worker is restarted until a job is run, see below

Job has wrong time around 21:38

atom-worker restarted, correct time 14:42 reported

re-run a report job time is back to 21:43 (and date changed)

Any further suggestions.
