Hello Petra, 

AtoM is a free software tool for providing web-based document access, an active transparency tool. You can even use it for your institution's internal use, but it doesn't preserve documents, which can lead to hacker attacks or loss of all documents, even if they're discontinued. 

Now, a tool that can work seamlessly with AtoM, prevents external access to documents, preserves, updates formats, and maintains an audit trail, allowing you to access your files for years, is Archivematica, also free software. You can download it from archivematica.org but you'll definitely need someone from IT and someone who can provide a course. I used a translator, as my native language is Portuguese!
