This means that you need at least one Admin account in AtoM - but you would need that anyway to be able to manage settings, etc. Otherwise, the accounts do not interact. Creating an admin in Archivematica does not automatically do so in AtoM, or vice versa. You can still have multiple Administrator accounts in both application for your admin users, however.
Generally, the permissions associated with user accounts in both applications are only related to actions that can and cannot be performed in each separate application. For more information on user roles and permissions in AtoM, see:
