Problem with harvesting by set using OAI-PMH feed

I am the Customer Success Manager for AM Quartex, a digital collections platform (https://www.amdigital.co.uk/create) and am writing today on behalf of Moore Theological College (https://atom.library.moore.edu.au). Moore is trying to harvest AtoM records into Quartex via OAI-PMH and running into trouble.

It appears that they are only able to harvest records that aren't assigned to a set (ie - collection). Upon investigation, our Technical team has identified an issue on what they believe is with the AtoM feed. Specifically, while ListSets and ListRecords seemed like they are working, the ListIdentifiers page only ever returned 10 objects even when filtering with a set, and as we understand, a call to ListIdentifiers should return the same number of results as a call to ListRecords (ie - for all records in a collection/set).

I see that there have previously been issues with harvest via OAI-PMH, but they don't appear to be the same issue. Does this sound familiar to a member of the community? Is anyone able to help us further identify and resolve the problem that Moore appears to be having?
