There are a couple of ways you can do this.
First, if you are still able to log in as an administrator, you can navigate to any user profile (via Admin > Users), enter edit mode, and add/save a new password. You can add temporary passwords, send them to your users who have forgotten their credentials, and then they will be able to change their own passwords after they have logged in. See:

In terms of adding new users, again you can do this either via the user interface (after logging in using an administrator account), or via the command line.

From the command-line, it is currently only possible to create new administrator accounts, but here is how you can do this:
This is particularly useful if you have forgotten your own administrator login credentials - you can create a new admin account, and then log in with it and either delete or update your existing admin account. Note that you can also use the command-line to promote an existing user account to the administrator user group:
