I have also included a link in that thread to other posts tagged as Windows - you can try looking at some of those threads for other hints and suggestions.
The other thing to remember will be that all AtoM commands need to be run from the root AtoM directory - in recommended installation this would be /usr/share/nginx/atom, but I am not sure where this would be in a WAMP installation. Make sure you navigate to the root AtoM directory and try the command from there.
Beyond that, I'm not sure! You might want to look at some of the WAMP documentation or see if there are WAMP related support forums where you can ask general questions about installation and configuration.
In the meantime, please consider installing AtoM 2.3.1 instead!!! ICA-AToM 1.x is no longer being supported and maintained. See:
