One thing to add to this discussion. On Friday I standardized all of the Control areas for the four ICA standards, this was mainly making sure that they all used the exact same label names and order (based on the later ISDIAH and ISDF standards). This was in response to an ICA review comment (will forward when complete). The only big difference is that ISAD explicitely calls for an 'Archivist's note' field whereas the others have a 'Maintenance note'. I asked whether we should change the ISAD label to Maintenance note also. We'll see. But in the interest of making the Control area standardized across all ICA templates, I would say let's make it a single-value field also if that's what the other Maintenance notes are.
That said, in principle, I would actually prefer to keep notes multivalue because then we can capture the date and user for each note. So, if we do go back to multi-value then we have to change it on all control areas.
