Change IBus patch format

Hi folks,
For many years, IBus project has used the
"BUG=https://github.com/ibus/ibus/issues/$ISSUE_ID" format to link the
Git commits to the corresponding issues. [1]
Now I'd replace the format with "Closes: #$ISSUE_ID" to reduce the git
archive and make the connection between the pull request and the
target issue ID automatically with the GitHub UI feature for the next
commits. [2]
