How to Cite Technical Documentation?

Hello everyone,

Just to preface this email, my colleagues, students, and I are very thankful to the IBTrACS team. The dataset has been very helpful for our research. 

When writing papers we usually cite the two references Knapp (2010) and Gahtan (2024). But does the team have any advice how we can cite the Technical Documentation found in the website?
