Hi-
None of the maximum wind speeds in IBTrACS are converted between wind averaging periods but are instead provided as per the agency. Thus, New Delhi winds in IBTrACS data still have a 3-min averaging period and JTWC winds have a 1-min averaging period.

Thanks,
Jennifer
