Hello,

Which version of the IBTrACS data are you using? 
I don't think this is a problem in the current data v04r01 available via the IBTrACS website (https://www.ncei.noaa.gov/products/international-best-track-archive), however may have been an issue when both best track and provisional data were available for the same year in a previous version of v04r00. I'd advise updating to the newest data, especially as all the data from 2022 is best tracked now and no longer provisional.
