Issue #1 - INVEST systems in North Atlantic data

J Beven (NHC) and P Klotzbach (CSU) notified us of a system that is in IBTrACS, but not in HURDAT: 2007276N39325 

This results from the ATCF dataset having some systems that weren't in HURDAT. We will ignore this (and a few other INVEST systems) in a future release.

This will result in a new release (v03r08) with corrected date, likely available in January 2015.

Issue #2 - Line Shapefile errors

Gwilym emailed about errors in the shapefile lines. The problem is that many tracks had an errant first segment (that connected the previous storm to current storm track). The error affects only line shape files.

The problem has been resolved and the correction will be included in v03r08 (coming in January 2015).
