Julia BOPTestAPI.jl - new release

Dear all,

for those of you using (or interested in trying) Julia for BOPTEST Controller development, I've released a new version of BOPTestAPI. The newest release (v0.4.1) queries large measurement datasets in chunks, to avoid overloading the service (see here: https://github.com/ibpsa/project1-boptest/issues/732).

As opposed to e.g. Javier's boptest-gym, this package *only* simplifies the API calls. It supports both local BOPTEST and BOPTEST-Service through a unified API.
