web activity priority not working.

Hi,
I'm having difficulties in getting the webactivities priorities
working.
I have created a 2 web activities and assingned to one e-marketing
spot.

The start and end dates and priorities are as follows:
1st one: 02Nov2005 10:00 -- 31Dec2006 priority 1
2nd one: 02Nov2005 11:00 -- 02Nov2005 14:00 priority 10

I'm trying to display the e-marketing spot in my home
page(topcategoriesDisplay.jsp).

I was expecting that my 2nd web activity will take precedence to the
first during 11-2pm. But, that not the case. It is all random.

One time I'm getting the 2nd one and if i refresh the page i get the
first one. It seems the priority is not working. Did anyone used this
before and working.
Could someone let me know if they have it working.
