Not sure your cluster is managed by V7 dmgr!...
You might want to take a look at fix PK81651
http://www-01.ibm.com/support/docview.wss?rs=180&uid=swg1PK81651

What is the DB you are connecting to?
Have you verified your class path and environment variable?

This error usually occurs when the environment variable DB2_JDBC_DRIVER_PATH is not set properly. This error may also occur if you are using DB2 Version 7.1 or 7.2 and you have not yet run usejdbc2. This might be the problem if your path is set correct but you still receive this error.

To confirm:
Go to the Manage WebSphere Variables panel.
Select Environment to verify that there is entry for the variable DB2_JDBC_DRIVER_PATH.

If the entry is not present/correct:
Add the variable DB2_JDBC_DRIVER_PATH with value equal to the directory path containing the db2java.zip file.

Cheers... ArjunBalaji
