TRANS18 INCORRECT OPTION SPECIFIED: FILE TRANSFER CANCELED

I have a user in California who is reporting this error when try perform
a SEND FILE TO HOST using PCOMM 4.2

TRANS18 Incorrect Option Specified: File Transfer Canceled

I tried the file transfer myself and it works fine. I had him do
some screen captures and his settings seem to match mine. The
command that is being issued from TSO READY(also tried performing
from PDF 6) is the same:

IND$FILE PUT 'FILENAME.NEWONE' ASCII CRLF RECFM(F)

The user is preallocating his file on the host. Again, his settings all
seem to match mine. TIMEOUT = 30 PACKET SIZE = 2500, etc, etc....

I am wondering if it might be a RACF/Security issue. The user states
he use to perform the transfers a few months ago, but the problem
seems to have started sometime after he had his machine(laptop)
rebuilt.... Any ideas????

When I had a similar problem it was because my first attempt had failed with
a B37 abend leaving a file on the MVS system. I increased the PCOMM
transfer primary and secondary space allocation values and retried and but
kept receiving msgINDFT018. The problem went away when I deleted the old
file on the MVS system so that PCOMM could create a new one.

I don't know whether it is valid to pre-allocate the file on the host?
