Why no V7.1 on IBM Passport site? AND is the latest Fix Pack cumulative?

1. When on the IBM Passport site, the only version of TDI available
for Domino customers is V7.0 (not V7.1). Anyone know why?
2. Is the latest Fix Pack 7 (for V7.0) cumulative? Or do you
really have to install all 7 Fix Packs in order?

bundled system. So some cases it could be V7.0 fixpack 3, others it's
V6.1.1, and so on.
If you buy TDI then you always have the latest.
