I was trying to find the latex template for IEEE Journal of Translational Engineering in Health and Medicine, but I am only able to find the .doc template. Do we have any .tex template for this journal?
It seems JTEHM does not provide any template for LaTeX documents. The standard IEEE template is available with \usepackageieeetran but it does not seems to be coherent with the word document provided (e.g. abstract), so it might need adaptation.

The official template is distributed via CTAN as the IEEEtran package, which is actively maintained.However, de-facto configurations (hyperref) and modern features of latex (microtype) are not configured.This template does it.
This template is for the conferences.It is based on the bare_conf_compsoc.tex distributed by IEEE.In case you need other configurations, please adapt paper-conference.tex or run the latex template generator.
IEEE distributes their templates at _events/conferences/publishing/templates.html.With the update of July 2017, the archive -latex-conference-template.zip contains both bare_conf.tex and bare_conf_compsoc.tex.Thus, the conference should state which option to use.
Manuscript submitted to the L-CSS should be written in English, and should be at most six pages long (including figures and references) in the standard two-column IEEE format, 10-point font for Conferences available on PaperPlaza. The document should be configured for US Letter paper. If you use LATEX, choose the line \documentclass[letterpaper, 10 pt, conference]ieeeconf.
The authors are not allowed to alter the LaTex code beyond normal parameters when using the template.
Final versions of papers accepted for publication should not exceed 6 pages including all figures and references, and should be submitted either in the old IEEE Transactions 10-point font, double-column format (if LATEX is used, use the line \documentclass[letterpaper, 10 pt, journal, twoside]ieeetran) or in the new IEEEcolor.cls style available in the web page of "Template for Transactions" of the IEEE Author Center -your-ieee-article/use-authoring-tools-and-ieee-article-templates/ieee-article-templates/templates-for-transactions/.
