Downloadable Content manager API 8.3 Specification?

Does anyone know if there is a downloadable Content Manager 8.3 API
Specification?

I found the API is viewable with the information center (local or
online)

but I'd rather use a regular HTML Javadoc-like reference. Similiar to
what IBM provided with the 8.2 version of the API if you are familiar
with that.

Your best bet is to use the local version of the InfoCenter that comes
with II4C and CM.
