SI GUI Remote Upgrade Fails

I am in the middle of getting a bunch of stores upgraded enough to meet the TLS1.2 mandate. We are replacing ST Connect with ACESSL and Rapid Connect.

A few of these stores need an SI GUI update. I have built a remote upgrade from a late V3R5 release of SI (7077). I tested it several times in my lab. It seems to work fine. That is until I send it to a store. I move the SI files from my laptop to the store Windows PC using Vigilix file transfer. I then use an FTP script to move the files to CC and run the SICMPUTIL and SIREMOTE batches and activate the maintenance. At the store the batches do not run properly and the activation bombs. The RCP log file tell me that there is no maintenance to activate.

Has anyone else seen this type of problem? Thanks for your help.
