Does the controller show an App Loader error, for that terminal number (s)
Run back through your Load Definition for that lane and make sure your java preload bundles are loading on drive Q and that Q is the default preload drive. Save your work even if you don’t change anything, activate the terminal configuration and try it again.

Did you upgrade the OS? I had a this same problem when I upgraded to V6R4. I turns out that the Q: itself was too small. That caused the Preload Failure. If you look up W065 in the 4690 OS Messages Guide you see that the E025 points to that exact problem.
E025 – There was an error extracting the preload bundle file received from the server. This error is typically caused by the target disk not being large enough to contain the data.
I would increase the size of the Q: in Terminal Device Characteristics.
You can use the ADXTMxxx.LOG (xxx is the terminal number) in ADX_STLD to gauge how much memory is being used by the Q:. Look at the very bottom of the file.
Also be sure to activate terminal config and send a 9 load to the terminal that is stuck on W008. You will eventually load the new configuration to every terminal in the store.
The error message you are getting shows that the Q: drive is too small. You will have to go into Device Characteristics and increase the amount of space allocated for the Q:. Save, activate and 9 load the terminal.
I would bump it up to 100 and see if that fixes your problem

Can you rename all the bzp files to an extension of *.bak and then run ADXPLDRB and then reboot the lanes?
