Frequent Shopper Issues

We've been working on setting up frequent shopper for a week now, but
can't seem to figure out how to do exactly what the customer whats.

What we have working:
1) Customers earn and accumulate points based on dollars spent.
2) Setup a card price coupon where they don't get a discounted price
unless they scan their customer card.

What we DON'T have working:
1) The store wants to be able to run the following promotion. They'll
have anywhere from 5-10 items a week that they want included in the
deal, varying the items each week. All items would be independent of
one another.

If a customer comes in with a frequent shopper card AND has 40 or more
points (the 40 points is not based on this one order, it's based on
the total points available for that customer) AND they purchase one of
the eligible items THEN they want to give the customer a discounted
price for that item AND reduce that customers total available points
by 40.

Any help/advice would be great.
