What is the difference between the Mizrad Harevacha and ministry of social
affairs in Israel, the Revacha is linked to the molsa.gov.il site but it
seems the site is only in Hebrew.

this is the same.  
 רווחה  is translated from hebrew as social prosperity.

Hello Ricky,

 

As Pavel says, revaha is the office of social affairs. I think it's actually called the ministry of welfare and social services. Regarding your question about sports, we also have tandem bike riding, running and hiking groups, dragon boats and one place in Jerusalem which used to be a boarding school for the blind and now they do other things. One of their services is a jym and swimming pool where blind people can go free of charge.
