Dear Applicant,
-If the Degree of BA you hold is from a recognized university,although private,you will be definitely eligible to appear for the Civil Service Exams which is upheld by the UPSC annually.
-The complete eligibility requirements for these exams are mentioned below-
:: ELIGIBILITY CRITERIA ::
# You must be a citizen of India,
or,You must be a subject of Nepal or Bhutan,
or,You must be a Tibetan refugee settled permanently in India before 1962.
# You must be 21 to 30 years of age.
However,the upper age limit is relaxable by 5 years for SC/ST and by 3 years for the OBC candidates.
# You must have completed your graduation or equivalent from a recognized university,with any subject combination.
Final year students are also applicable.
Just the passing percentage is required.

-Clearly,If the university under which you completed your BA is a recognized one,then there is no reason why you cannot appear for these exams which are conducted for enrollment of candidates for prestigious posts such as IAS,IPS,etc.
