CALL FOR CONCEPT NOTES – CANADA FUND FOR LOCAL INITIATIVES 2025
The High Commission of Canada in Canberra, Australia is pleased to launch the 2025 call for applications for the Canada Fund for Local Initiatives (CFLI) in Federated States of Micronesia, Marshall Islands, Nauru, Palau, Papua New Guinea, Solomon Islands and Vanuatu.
The CFLI provides modest funding for small-scale, high-impact projects in more than 120 countries eligible for official development assistance (ODA). CFLI priority areas are:
- Human dignity, covering health, education and nutrition.
- Environment & climate action, focusing on adaptation and mitigation, as well as on water management.
- Gender equality and the empowerment of women and girls.
- Inclusive governance, including diversity, democracy, human rights, 2SLGBTQI+ rights and the rule of law.
- Peace & security, with a focus on conflict prevention and building peace.
- Growth that works for everyone, including women’s economic rights, decent jobs and entrepreneurship, investing in the poorest and most vulnerable, and safeguarding economic gains.
Eligible Organisations
- local non-governmental, community and not-for profit organizations
- municipal, regional or national government institutions or agencies of the recipient country
- local academic institutions
- international non-governmental organizations
- intergovernmental, multilateral and regional institutions, organizations and agencies
- Canadian non-governmental and not-for-profit organizations
Local civil society organizations will receive most of the CFLI funding. However, other organizations and institutions listed may also apply for funding if they are working with local partners on local projects that meet CFLI objectives.
Funding
Projects can be funded for up to $50,000 Canadian Dollars (CAD).
Applicants who have previously received CFLI funding are eligible to apply, however there must be a clear distinction between the activities and beneficiaries of your previous project and the new proposal. Concept notes that are a continuation of previous projects will not be considered.

HOW TO APPLY
STEP 1: Complete the attached project concept note and submit to CNBRACa...@international.gc.ca by 30 April 2025 at 09:00 (Canberra time). The concept note should be no more than 2 pages. Please do not include additional attachments.
STEP 2: In early May, a limited number of applicants will be invited to complete a full application and budget. Further details will be provided to invited applicants. Invitation to complete a full application is not a guarantee of funding.
Successful projects should plan to launch in August 2025, and all project activities must be completed by 28 February 2026.

Bonjour,
Le haut-commissariat du Canada en Australie, à Canberra, a le plaisir de diffuser un appel de propositions de projets pour le Fonds canadien pour les initiatives locales (FCIL). Ce dernier soutient des activités de développement locales à petite échelle, aux Îles Marshall, aux États fédérés de Micronésie, à Nauru, aux Palaos, en Papouasie-Nouvelle-Guinée, aux Îles Salomon et au Vanuatu.
Le FCIL accorde du financement modeste à des projets de petite échelle qui génèrent d’importants résultats, et ce, dans plus de 120 pays admissibles à recevoir de l’aide publique au développement (APD). Les projets du FCIL se concentrent sur des questions telles que :
- La dignité humaine, y compris la santé, l’éducation et la nutrition.
- L’environnement et l’action pour le climat, l’accent étant mis sur l’adaptation et l’atténuation, ainsi que la gestion de l’eau.
- L’égalité des genres et le renforcement du pouvoir des femmes et des filles.
- La gouvernance inclusive, y compris la diversité, la démocratie, les droits de la personne, les droits des membres de la communauté 2ELGBTQI+ et la primauté du droit.
- La paix et sécurité, et particulièrement la prévention des conflits et la consolidation de la paix.
- La croissance au service de tous, y compris la promotion des droits économiques des femmes, l’accès à des emplois décents et à l’entrepreneuriat, l’investissement dans les personnes les plus pauvres et vulnérables et la protection des progrès économiques.
Organismes admissibles :
- les organismes locaux non gouvernementaux, communautaires et sans but lucratif ;
- les institutions ou les organismes gouvernementaux à l’échelle municipale, régionale ou nationale du pays bénéficiaire ;
- les établissements d’enseignement locaux ;
- les organismes non gouvernementaux internationaux ;
- les institutions, les organisations et les agences intergouvernementales, multilatérales et régionales ;
- les organismes non gouvernementaux et à but non lucratif canadien.
Les organisations locales de la société civile recevront la majeure partie du financement du FCIL. Toutefois, les autres organisations et institutions énumérées peuvent également faire une demande de financement si elles travaillent avec des partenaires locaux sur des projets à l’échelle locale qui cadrent avec les objectifs du FCIL.
Financement
La valeur des projets demandés peut être jusqu’à 50 000 dollars canadiens (CAD).
Les candidats qui ont déjà reçu un financement du FCIL sont éligibles, cependant, il doit y avoir une distinction nette entre les activités et bénéficiaires de votre projet précédent et votre nouvelle proposition. Les notes conceptuelles qui sont une suite de projets précédents ne seront pas retenues.

Comment présenter une demande
ÉTAPE 1 : Veuillez mettre en pièce jointe la note conceptuelle et envoyez-la à
CNBRACa...@international.gc.ca d’ici le 30 avril 2025 à 9 h (heure de Canberra). Ces notes conceptuelles ne devraient pas dépasser 2 pages. N’ajoutez pas de pièces jointes supplémentaires.
ÉTAPE 2 : En début Mai, un nombre limité de candidats sera ensuite invité à soumettre une candidature complète assortie d’un budget. Des détails supplémentaires seront fournis aux candidats concernés. L’invitation sollicitant une candidature complète ne constitue pas une garantie de financement.
Le lancement des projets devrait être prévu pour le mois d’août 2025 ; ils doivent prendre fin au plus tard le 28 février 2026.
