Constitutional Amendment

Hey all,

I'm sending out a constitutional amendment that will be discussed tomorrow at eboard. Roddy has already approved it for not having any contrary language to the current constitution. It only adds sections, and does not get rid of anything present currently Please look at it so that we can discuss it.
