CA Bulk Loader calling sequence

Hi,

Please suggest how to execute business logic as described below in CA Identity Minder r12 (12.6)

Basically, the bulk loader should load a feeder file, then  based on the business logic outcome, should invoke the admin task ModifyUser OR CreateUser .

Is it possible to execute business logic (either LAH/BLTH or any other means to query provisioning directory for validation) BEFORE the bulk loader invokes any admin task ?

CA docs reference: (LAH seems to work while processing a particular task screen, but it's too late in our case!)
