I have been taking a new approach to hospital tabletop exercises this year- rather than filling my command center with 65+ people and doing some crazy scenario, I’m trying to make the exercises more valuable to smaller groups- so, I have started pulling small groups/departments together for tabletop exercises where we can really get into the weeds of the response and roles, etc.

 

Last week I got out Security leadership, Safety leadership, myself from EM and some of our IC staff together and sprung an unannounced TTX on them.

 

“Operation Find Me” is focused on bomb threats and the associated response to the facility.

 

It was left very simple in my powerpoint, but boy, I was impressed on how deep the discussion got and how valuable the players thought it was. It did take some work to pull it together, but it was worth it. I got great feedback.

 

An important note; As you look through the powerpoint, you will come across two slides that play audio files. To add some realism to the exercises, I worked with my switchboard staff to pre-record two phone calls where someone makes threats. The first call was aimed to confuse Security- they were left not sure if the threats that the facility would be blown up were real or just someone drunk. The second call purposely escalated the Security response by giving specifics of the threat. Though they are specific to my facility, maybe they could be a template for you. Recording the calls was pretty easy since many areas of the hospital have recorded lines. A 30 dollar voice changer was what I used to disguise my voice.

 

I thought I would share in hopes maybe a couple of you could benefit from this.

I seldom get to do hospital-related exercises, but I do a lot of others, and this may be one of the best small-group bomb threat exercises I’ve seen.  As a long-time explosive incident investigator, I’ve seen and developed a lot of them. Great job, Josh!

This is great.  Thank you for sharing.
I did some training for our night managers not long ago.  I pretended that some people were going to call in on a conference phone.  As I started the meeting, a call came in and it was someone I had given a script to, pretending the call was transferred to the wrong phone.  It was someone irate, mom was still in the hospital, much like your recordings.
 
It opened some eyes, as one person did panic a little, thinking it was real.  Actually I think more than one person thought it was real. 
It was a great learning lesson.
