I hope this message finds you all well and enjoying the holiday season.
As we move into next year’s legislative sessions, several states have expressed some interest in pursuing dealer licensing education legislation and/or regulation. It is always helpful in making the pitch to have a reference of what other states have on the books. With that in mind, I have prepared this spreadsheet with the most recent information I have on who requires pre-licensing education, continuing education, and who is authorized to offer the classes.
Some of this information may need updates. Would you please review the sheet and if there is anything I need to change relative to your state, would you please let me know?
Once we have a final document, I will redistribute it to the entire group.

In Oregon if they do our tests in the magazine it is included in their dues, we also give credit for the education classes at our convention, Title and Reg class, and 3 to 4 other mini seminars through out the year.....

Thanks, Reg. I have a couple of minor updates from some of the states. Waiting on the news de jour…we may have a new law in Michigan in the very near future.
We’ll see what the Governor does and then update and send the final revised spreadsheet around with those changes.
If any of the other state ED’s have any other changes, let me know.

A bit of delay in getting back to everyone, I do apologize!
For the Commonwealth of Virginia, the Motor Vehicle Dealer Board requires an in-person pre-licensing class of 16 hours, with a test at the end of the class. You must pass with a minimum score of 80. Once they complete the pre-licensing class and pass, they can then go to the DMV and take the final test. If they do not pass the test, they must re-take the course. VIADA is the only one that is administering the pre-licensing class. VIADA rents class space at various community colleges across the state, but the community colleges do not have a hand in the course education.
Dealer Recertification is every 3 years, and done on-line by VIADA and other private entities. It is a 6 hour course that the user can start and stop as needed.
Our Virginia code for the education requirements is 46.2-1508.

Hot off the press…
Congratulations to the Michigan IADA! Governor Snyder just signed legislation creating pre-licensing and continuing education for Michigan used car dealers. Michigan IADA introduced and shepherded the bill through the process from start to finish.
With that bill now on the books and with everyone’s feedback, I have revised the chart we circulated a couple of weeks ago. I have also attached a copy of the Michigan bill for your reference.
