There are no truly safe places in Israel now. Let's hope this phase of the conflict will come to an end before Aug. 12-13-th. As for the places near Haifa, you can use the Israel Light Pollution Map by Michael Vlasov to find a sufficiently dark place http://www.deepskywatch.com/light-pollution-israel.html

Thank you a lot, this is very useful.

  I found a place close to the carmel of haifa that looks good according to the light pollution map, and thta should be safe according to people I asked (It's very close to Haifa).

  Still, I would need a car to get there. Is it possible that some of you who are near Haifa want to join ?
