experiment to send CW MIDI NOTE DATA over ip

instead of CW AUDIO OPUS CODEC packet DATA over ip TO MUMBLE INPUT

CW MIDI DATA over ip UPLOAD bandwidth is "microscopic" compared to CW AUDIO over ip UPLOAD bandwidth

here is a first test run of setting this up using a Raspberry PI 4 "SERVER"

as the CW MIDI to CW AUDIO to Mumble input interface
