New Responsive Idempiere Homepage

Hi Community,

I created a ticket to create a new responsive idempiere homepage. this enhancement will replace current idempiere homepage with a fresh and responsive display. this enhancement also support backward compatibility if you want to keep using old idempiere homepage. the view also support your own theme if you want to change the link or image.
