自动断开GPRS，修改注册表方式

应该看的明白简写吧。。。不上网的时候是否自动断开GPRS，注意重启后生效！（适用于6.06.1系统）

上网后自动断开 HKLMCommConnMgrPlannerSettingsSuspendResume = 空

上网后不自动断开 HKLMCommConnMgrPlannerSettingsSuspendResume = ~GPRS!
