Small updates to MakeMieTable

Greetings -
Tamas Varnai at NASA/Goddard identified cases where rounding errors
caused the MakeMieTable tool to fail when single scattering albedos
are very near one. The tool has been updated. Other elements of the
code and Makefiles were updated over the summer to better conform to
standards and support more compilers. None of these recent updates
change answers.
As always, you can update the code using Subversion if you checked the
code out that way using "svn update" from the I3RC directory. You may
also download the code from the I3RC model web site (http://i3rc-monte-
carlo-model.googlecode.com).
