[Issue 355] Fixed and added regression for LDI timestamp issue.

-Modified timestamp parsers to accept date in the format YYYY-mm-dd[ 
HH:MM[:SS[.SS|:NS]]], where :SS.SS format means decimal seconds value and 
SS:NS means integral number of nanoseconds.
