Delayed log about"reconfiguration complete; resuming normal operation"

Hi all,

As I see, once the configuration is changed( new server,new space ...) , the daemon server will temporarily pause all activity, like below:

For version 9, I just create a new space.

But you can see that the latest log is not about the completion log.  However, I can do operation as normal.

For version 10, I create another space.

You can see that the completion log were print delayed. 

This is not good for monitoring the daemon server.
