Hypercat 3.0 rc1

At the TRM yesterday it was unanimously agreed that we'd cut over to HC3.0 immediately, to complete by the next TRM (in a month's time).

I have therefore:
  1. published the rc1 version of the Hypercat 3.0 spec onto the wiki:
    http://wiki.1248.io/doku.php#where_can_i_find_the_technical_specification
  2. incorporated the agreed changes into the version of the BSI PAS currently going through its final drafting tweaks.
So ... please change and republish your code as soon as possible. The text changes you need to make in your code (or static data) are clearly spelled-out in the change notes at the top of the 3.0 spec - it should be a relatively simple search-and-replace job if you do it in the order suggested.

Once 1248 has made the changes to its code, it will clear Topcat and you will need to add your new 3.0-compliant catalogues back.

Good work Pilgrim – BT is aiming to translate its Hypercat catalogues over the next 10 days.
