Before getting too far, I suppose there are some things that we should
make sure we establish. Here are some basic goals that should be
considered during the development of Hydra.

1. Cross-Platform

2. Interpreted.

3. Should give the programmer access to OS and hardware specific
functions. The detection of which should occur before runtime.

4. The time for an application to start must be minimal.

5. Applications should not automatically be labeled as being developed
in Hydra. We will call this language transparency. Nothing like a
logo, other than your own, popping up in your application.

6. The language should be able to go online as a web application
(maybe not a priority).

7. Should be able to be compiled to native byte-code.

8. The interpreter should be able to go onto mobile devices (maybe not
a priority).

9. The language should be modulated.

10. The interpreter needs to have strong file associations.
