The Registry Cleaner in CCleaner has been problematic for a while, it's intended for advanced use but because the button is prominient non-advanced users tend to use it daily/weekly and some do end up messing their registry, especially with Windows 10.
As said Registry Cleaners do have a use, but that use is not regular daily/weekly cleaning.
Here is CCleaners official advice on it's registry cleaners use, you'll note the promise to move it into the advanced tools section where non-advance users as less likely to play with it:

Instead i use the program Revo Uninstaller Pro for both my Windows 10 PC and my Samsung Android. There are many good features in it like junk file cleaner,history cleaner and a forced uninstall feature for uninstall apps and programs completly. When uninstalling programs and apps manually from the controll panel,it leaves a lot of leftovers of the programs in the registry that you wish to uninstall. There is a tool in Revo Uninstaller Pro that is called Forced Uninstall that uninstalls programs and apps completly,even files and leftover folders in the registry. However,there is no such feature as a pure registry cleaner. I would never use such.

Having leftover elements in the registry is not hurting the performance or operation of your computer. Spending time and money worrying about it is bothering your wallet and causing you needless stress.

Fixing broken registry items and removing unnecessary elements like leftover files from uninstalled software, invalid startup entries, and dead shortcuts will prevent error messages and crashes. A repaired registry means a more stable PC all around. And removing unnecessary files frees up extra space that you can use for more important files and other work.

It's rare that I do not find an issue when using CCleaner's Register Cleaner. But, for the past few days no issues are found. I'm checking it a lot too, because I've been messing with various drivers trying to trouble shoot a different issue - events that have always triggered registry waste. Is this normal?

CCleaner's registry cleaner not finding anything to remove does not mean your system has an issue in of itself, it doesn't mean anything in actuality. It's not indicative of CCleaner having a bug in regards to registry cleaning either, it just means it didn't find anything it deemed as invalid to remove.

If you're trying to fix other system related issues it's probably best to completely avoid possible additional issues that registry cleaning in general can cause - this is with any registry cleaning tool. Reason being most registry cleaner's including the one in CCleaner never bother to actually fix anything whatsoever, whereas they have the potential of causing issues.

Registry cleaner's that don't fix anything remove what they deem to be non-existent invalid references, now rather they're invalid or not has to be first investigated before allowing them to clean which has always been my philosophy when using any registry cleaner and even then after investigation some of what they want to remove should always be avoided, i.e.; like references pointing to Microsoft .NET Framework (which is pre-installed on Windows), Microsoft Office (especially if it's installed), etc.

I'm looking for a free Android cleaner that will completely clear ALL app cache. I've tried a dozen different apps but every one of them fail at this simple task. When I visit Setting -> Apps -> [App name] -> Storage -> check cache, significant amount of cache remains after cleaning.
