If you right-click a red flag in a Windows Security Alerts" icon on the right side of the task bar, and then click Open Security Center, a message that reads "The Security Center service is turned off" is displayed in the Windows Security Center window.
If you click Turn on now under "Security Center," you receive the following error message:
"Windows could not start the Security Center service on Local Computer. Error 1079: The account specified for this service differs from the account specified for other services running in the same process."
If you find that Security Center is still not started and running as expected after you reconfigure and start Security Center and then restart your computer, you may be experiencing one or both of the following problems:

To fix your registry key, follow these steps:
Use antivirus software to check your computer for viruses. Start the antivirus software, verify that the software is updated, and then run a complete scan. If any viruses or malware are found, clean or resolve the issues that the antivirus software identifies.

Windows Security is a client interface on Windows 10, version 1703 and later. It is not the Microsoft Defender Security Center web portal console that is used to review and manage Microsoft Defender for Endpoint.
The Windows Security uses the Windows Security Service (SecurityHealthService or Windows Security Health Service), which in turn utilizes the Windows Security Center Service (wscsvc). This service makes sure that Windows Security provides the most up-to-date information about the protection status on the endpoint. This information includes protection offered by third-party antivirus products, Windows Defender Firewall, third-party firewalls, and other security protection.
These services don't affect the state of Microsoft Defender Antivirus. Disabling or modifying these services won't disable Microsoft Defender Antivirus. It will lead to a lowered protection state on the endpoint, even if you're using a third-party antivirus product.
If you disable the Windows Security Center Service, or configure its associated group policy settings to prevent it from starting or running, Windows Security may display stale or inaccurate information about any antivirus or firewall products you have installed on the device.
It may also prevent Microsoft Defender Antivirus from enabling itself if you have an old or outdated third-party antivirus, or if you uninstall any third-party antivirus products you may have previously installed.
If you disable any of the individual features, it prevents that feature from reporting its status in Windows Security. For example, if you disable a feature through group policy or other management tools, such as Microsoft Configuration Manager, Windows Security itself still runs and shows status for the other security features.
For example, using a third-party antivirus disables Microsoft Defender Antivirus. However, Windows Security still runs, shows its icon in the taskbar, and displays information about the other features, such as Windows Defender SmartScreen and Windows Firewall.
I can set the security center service to start automatically but upon reboot it says the same thing? i.e. disabled i can't get it to start and i can't seem to run MSSE - it just seems to open and close immediately?
These last 2 are not AV softwares like Norton, they are on demand scanners that only scan for nasties when you run the program and will not interfere with your installed AV software, these can be run once a week to ensure you are not infected. Be sure you update them before each weekly scan.
My laptop was infected with a ransomware virus, for which I had to factory reset windows. But even after doing that my windows update services was missing. I was able to create and start that service. But I noticed that my Windows Defender is not working. I also noticed that Security Center Service is missing.

Please download the Farbar Recovery Scan Tool and save it to your desktop.
Note: You need to run the version compatible with your system. You can check here if you're not sure if your computer is 32-bit or 64-bit
NOTICE: This script was written specifically for this user, for use on this particular machine. Running this on another machine may cause damage to your operating system that cannot be undone.
Run FRST or FRST64 and press the Fix button just once and wait.
If the tool needs a restart please make sure you let the system restart normally and let the tool complete its run after restart.
The tool will make a log on the Desktop (Fixlog.txt) or wherever you ran FRST from. Please attach or post it to your next reply.
NOTE-1: This fix will run a scan to check that all Microsoft operating system files are valid and not corrupt and attempt to correct any invalid files. It will also run a disk check on the restart to ensure disk integrity. Depending on the speed of your computer this fix may take 30 minutes or more.
NOTE-2: As part of this fix all temporary files will be removed. If you have any open web pages that have not been bookmarked please make sure you bookmark them now as all open applications will be automatically closed. Also, make sure you know the passwords for all websites as cookies will also be removed. The use of an external password manager is highly recommended instead of using your browser to store passwords.
