兰韵舞蹈团致华夏普兰斯堡中文学校General Members和学校领导的公开信

 

亲爱的华夏普兰斯堡中文学校家长以及所有注册成员们，前任及在任学校领导们：

 

大家好！此刻你们读到的是一份出自兰韵舞蹈团的对外公开声明。先前由于学校领导层巨大的动荡更迭，我们衷心地希望学校能尽快走过目前这一段艰难的路，从而将工作重心转到学校的正常运行上。出于这样的考虑，我们没有站出来说话，隐忍乃为顾全大局。然而在学校几个董事以兰韵和其它成人俱乐部为话题不断地发出不负责的言论之后，我们今天选择把事实公诸于众，为让真相还原，让造谣和混淆是非者停止惑众，让学生家长和所有注册成员们通过这份声明看到某些人错误言论背后的真相，也希望能籍此推动华夏普兰斯堡中文学校领导层的运作更快地转向公正和公开的轨道。

 

最近程煦红董事对外用邮件集体散发的关于兰韵舞蹈团的片面错误言论（见附件），严重偏离了事实，在不明真相的学校General Members中流传，以讹传讹，对兰韵的声誉造成了极大的伤害。

 

前董事长田大可，在十一月十八日的对外公开信的附件中，对成人俱乐部的场地费用，以及兰韵舞蹈团在政府艺术基金的申请和使用合法性上妄加指责，与事实完全不符，严重损坏了兰韵的声誉。

 

程煦红董事和田大可前董事长等人的这些与事实严重偏离的论点，至今仍在继续迷惑着广大不知情的学校General Members。

 

近期还有不少对兰韵舞蹈团恶意中伤的谣言和莫须有指控正在传播，如兰韵侵占学校场地，影响其它课程的正常运作，从未向学校缴交过场地费用，以学生的学费填补兰韵及其它俱乐部的场地费，以及兰韵以学校的名义向政府申请艺术基金，却将基金用于非正当途径，等等。这些荒谬的言论和程煦红董事以及田大可前董事长的不实指控如出一辙，对兰韵舞蹈团, 对兰韵成员及其家庭，带来了难以弥补的精神和名誉伤害。

 

兰韵作为一个艺术团体，于1999年诞生于华夏普兰斯堡中文学校，始终是学校的一份子，十几年来无数次的慈善演出和其它公益演出，兰韵的背后一直站着华夏普兰斯堡中文学校。这些年的几任校长们，对兰韵作为一个艺术团体对华人在美国社会的融合所起到的特殊作用都给予了充分的肯定和支持。兰韵的演出公告和对外宣传上，都标明兰韵从属于华夏普兰斯堡中文学校，历年来代表学校参演，为学校争得了美誉（见附件）。政府艺术基金的颁给，是一项难得的殊荣，因为这背后凝聚着无数流淌的汗水，多次为弱势团体如老人院，老弱病残人护理中心表演舞蹈，参加募捐义演，从幕前到幕后，服装，灯光，音乐剪辑，舞台布景，文字图片印刷等等，都由兰韵团员自己担纲，以尽量节省费用。尽管如此，艺术基金也只能cover到一半的费用，另外一半由兰韵成员共同负担。对舞蹈的热爱让兰韵人将一颗心完全地专注于舞蹈水平的提高上，来自多元族裔的观众对中国传统舞蹈由衷的喜爱更是兰韵人为之流汗乃至流血的真正原因。多年来，兰韵舞蹈团以她独特的方式回馈社区和与她一起成长的中文学校。绝大多数兰韵人，也是中文学校学生的妈妈，都曾热心地为学校义务服务过。作为在海外传承中国灿烂的舞蹈文化的使者，兰韵舞蹈团应是新州华夏人的骄傲，而不是被有些人妄顾事实以莫须有罪名乱加指摘，使兰韵长期以来因类似的谣言而蒙受名誉伤害。

 

为杜绝谣言，为还兰韵一个公道，为促进华夏普兰斯堡中文学校的最终团结，以下郑重说明兰韵舞蹈团有关以前场地费和艺术基金的申请和使用过程，恳请广大华夏普兰斯堡中文学校家长以及所有注册成员们明鉴：

 

1．兰韵舞蹈团曾是华夏普兰斯堡中文学校的一个团体 （1999 - June 2012）。在隶属于华夏普兰斯堡中文学校期间，兰韵舞蹈团和其他所有Adult Clubs 一样，在学校开始向各个Club收场地费后，舞蹈团谨守学校规章，每年都向学校缴交总数为$2000的两节课场地费。如今兰韵决定不再从属于中文学校的主要原因正是由于2012-2013学年的场地费突然高涨到两节课$6000，超过了大多数团员的承受力。

 

2．自2008年以来，兰韵舞蹈团得到学校的许可申请政府艺术基金，连续五年获颁Middlesex County Cultural and Heritage Commission Art Grant。2011 和2012的艺术基金申请，经林合前董事和校长共同批准，而后又经林合前董事和校长多次审核通过申请资料，并曾由林合亲自将申请资料邮寄给Middlesex County艺术基金会。

 

3．基金申请经由Middlesex County Cultural and Heritage Commission Grant Office 慎重考量兰韵对社区的贡献，舞蹈团总体素质和报请的具体表演项目之后决定颁给。这是华夏普兰斯堡中文学校的荣誉。普兰斯堡市长给华夏普兰斯堡中文学校特发来获颁政府艺术基金的贺信。

 

4．兰韵舞蹈团参加的所有活动以及经费使用，均严格按照 Art Grant的有关规章执行；有关活动内容和经费使用的具体报告，每年年终由 Middlesex County Art Grant Office 详细审核通过并存案，以作下一年基金申请的参考。

 

5．学校曾以孩子的学费贴补成人俱乐部场地费的指控缺乏事实依据。持这种观点的某些董事会成员和前董事会成员，必须和几任校长认真核实，如有不实，则必须对自己公开言论的后果负全责。妄加指控只能起到煽动分裂不知情的General Members的作用。兰韵曾有好几年都只能在学校远离教室的走廊上找个角落学练舞蹈。 后来学校的某些场地有时有空档，经学校同意兰韵因此可以在某个时间段用一部分Gym Space来练舞。中文学校在成长，其管理也在同步变化以跟上需求。在场地使用和交费上，多年来兰韵一直遵从学校的安排和要求，直至今年因不合理暴涨的场地费而被迫退出我们曾为之自豪的中文学校。

 

朋友，希望以上所列事实能够让大家辨明真相。请您继续支持兰韵，转发这份公开声明给更多的中文学校的朋友，以帮助还兰韵一个公道，并使兰韵能心无旁骛地继续她的中国文化传播征程！

From Xuhong Chen email, she was telling a "story" against the facts listed in LanYun's letter.

Seriously, did the board know the history of this dance team? Have ever tried to know about it ? It seems the board had spent tremendous time 

handling the calls ,emails related with this team ,but it came out with a "story"--which normally cooked by imagination.

 

Below are questions based on Xuhong Chen's email:

 

 1.  Historically, Chinese school generously offered them free
space for their classes without any fee, while in the latest years, the Chinese school collected
minimum space rental fee which is not even enough to cover the overheads.

 

 Did board confirm with past Princples ? Based on Xun Zhang'e email to Tian Dake, it has different answer.

 

2. As a return, Lanyun performed in some occasional Chinese school related activities such as Chinese New Year party.
I personally think it is acceptable, as we are trying to help each other if possible.

 

From the performance listing attached in LanYun's letter, what we see is the big and tremendous contribution listing from Chinese Community to

American Sociaty to enrich the diversified culture environment and help promote Chinese culture in America ..The contribution award goes to Chinese School but carried on by LanYun.  It is a great honor to win the  grant from goverment.Did other club win any such title from American government  ?  "Help each other" is too light to express the apprecation of their effort. Chinese School should pay them to over all costs in this case .

 

 

 

3. However, there was one thing that seriously against IRS regulation or the law – with the Chinese School non-
profit organization’s name, Lanyun was able to get government grant, but then the money needs
to go through the Chinese school account and then be cashed out by this dancing group. You all
can imagine the consequences – in any time if this is found out by the IRS, this Chinese school
will no longer exist and then we have to think about a different Chinese school for our kids’
Chinese education.

 

Based on LanYun's letter,  Chinese School is entitled to appy this grant and grant office approved and gave the money

to Chinese School which dedicated to this Dance Team. Then where did the "cash out" come from ?  How to book this "grant" is school acountant's job but not

LanYun's work .

 

 4. The majority of the board agreed that Lanyun should
not use HXPCS’ name if their performance is not related to the school.

 

 What a shame to who came up with this idea . PCS didn't pay this team and they did more than what PCS can afford to . What's wrong with the majority board ?

Happened upon some interesting readings on personalities awhile ago and wanted to share with everyone here (no one should label themselves with the list, please, as it can be potentially dangerous and not the intend here) :

 

Enneagram Type One Personality:

·         Level 7: Can be highly dogmatic, self-righteous, intolerant, and inflexible. Begin dealing in absolutes: they alone know "The Truth." Everyone else is wrong: very severe in judgments, while rationalizing own actions.

·         Level 8: Become obsessive about imperfection and the wrong-doing of others, although they may fall into contradictory actions, hypocritically doing the opposite of what they preach.

·         Level 9: Become condemnatory toward others, punitive and cruel to rid themselves of "wrong-doers." Severe depressions, nervous breakdowns, and suicide attempts are likely. Generally corresponds to the Obsessive-Compulsive and Depressive personality disorders.

You owe an apology to whole Chinese School Community! If it is not true, you have the right to clarify it.

Even today, I still feel depressed on my failurein knowing you at the beginning of my formal term when you changed the teacher of your sons’ class, I have stood out protecting you. Many people had questioned me why I took bullet for you."

 

This is very serious issue. If a board member abuses the power to benefit her/himself, it will harm the students, the parents and the whole Chinese School Community.  It will lose the trust from the general members.

Hi, Helen, In some of the email exchange, I have stated many times "you get what you give, if you do not give, whoever give will shape the school in their own way". I respect your view of how the school should be and there is no doubt you are shaping the school in your own way. But as a servant to the school and community, have you ever considered the general members view? We have trusted you to file the school change in the thought that except the name, all others would remain unchanged, I do not know in Jenny's term, but in my term as Principal, I do not recall we have had any discussion about the changes you made. I have been puzzling that there are 19 branches in HX system and most of them have been running in the same model as what we have been running for years. Why, suddenly, starting the first day you stepped up to serve this community, we started to  compliance issue? 这里讨论的不是私谊，而是PCS大家的公事。

观点不同，很正常。brainstorm或许可以云开雾散。

理念不同，也很正常。太太先生也不尽相同。

但，按程序来按规矩来。如果程序有bug，按常情常理常识来。

不可以强加于GM

而暗箱操作，只给通知不给原因过程；

而攻奸别人，你的错误你负责，我的错误你也得负责；

而总是正确，不容置疑；

而因是义务，就有道德优势。

我的批评是针对他们所在的位置所应该代表的思想高度和行为水平。

如果他们和我一样，GM一枚，怎样的行为方式，关咱何事？

这是我们共同学习怎样自治怎样民主的过程。

我不信我们这聪明的族群只会内斗。

公开就观点就事情来辩论，留下原始记录，操弄空间就会小。

而不是先抹黑把别人说成坏人，坏人的话就全错了。

这逻辑有问题。你看培根，不是什么好鸟，可他的思想文字影响深远。

我问我的高中生，美国历史上伟大人物不是好人的举例。

她脱口而出的居然是民主先知杰佛逊，下一个居然是林肯！

没有人是伟光正的。

尘埃落定（不断修正的过程），我们应该一起发出华人社区更大的诉求和声音。

我曾在学区公开会提出一下诉求：

1. 开设亚洲历史选修课 - 我高中生女儿的建议

2. 中国春节成为ww-p floating holiday - 张迎潮的建议

附议的请去发言，去发出自己的声音！

迎潮说，自觉在春节时休假，慢慢地推动。

也许我们中间会走出更多的华人政治家教育家等等，我们提出更大的诉求：

成长的痛苦，PCS正在经历。

一个走向成熟的必然过程。

我们真的没有敌人！

即使那些被我批评的董事亲们也是因为care才出来。

伟敏的澄清也告诉我们，分歧出在哪里：

- IRS报备是有意义的，有必要的

- IRS报备的中文学校和大家普遍理解的中文学校是有差别的

- 这个差别可能是没被广泛讨论或不被广泛知晓的

- 当出现不同理解时，具有解释和裁决的是经办人

- 所以，胡冰雪就被迫辞职。

- 所以兰韵被迫离开

- 所以其他大师的课或许会与兰韵同命

- 所以其他成人俱乐部也面临类似的驱赶

至此，我们似乎看清楚了逻辑必然。

也看到我们的社区自治实践中的双向交流的不够或缺失。

GM的基本无声，

表达平台的缺失，

酱缸里长大所带给我们的或多或少的印记。

没有责怪谁的意思。

无论伟敏，江陵还是林合，或者更早的＂founding fathers＂，

他们和我们一样，会不完美，会有疏失，会有局限。谁没有呢？

但他们比我们好比我们强，比我们勇于担当奉献。

当这个差别不被知晓或不被认可时，

是不是应该征求大家的建议意见来调整，

以更适合我们大家或大部分GM所认可的样子呢？

还是自己最正确，强行推动，鸡飞狗跳？

即使自己最正确，是不是应该有解释，有听证，有交流？

我也一样不明真相，东拼西凑，一头雾水。

好在有一个交流平台，咱的email list和大家的参与，才有可能从多个侧面猜出自己认为的大概。

胡雪冰受命于危难时受命于IRS刚报备不久。

相信他不会没水准到明知故犯。也许就是那个报备与大众认可的差异，他做出自己的判断和决定。

他的决定即使有一千个错一万个不合适（况且未必），也是学习过程中的一个missing step. 

哪里至于一状告到学区，闹到中文学校差点关门的境地？

我没看到建设性的步骤，但看到对胡雪冰个人沉痛的伤害。

我没看到反省发生这个问题的根源，而是看到别有用心地利用PCS为什么谋利益的诛心之论。

我没看到尽量减少对PCS的冲击，而是看到置PCS于在险境的学区告状。

这是我们IRS报备和大多数GM理解的差异，造成的一系列问题。

-- 是时候重新明确：中文学校IRS报备的宗旨与范围，并和Bylaw相配。来解决这个差异所造成的混乱和痛苦

-- IRS报备没错，但它的范围可能需要调整。

-- 逼迫胡雪冰下台无法解决差异带来的根本问题。

-- 拟就草稿，多次讨论，反复讨论，再次报备。

-- 如果出现差异，再公开讨论，再修正

-- 对事，不要对人，对流汗最多的校长。

-- 一定保留成人俱乐部，大师课程。这是很多人留在PCS的根本原因。否则早去廖冰的英华了。

-- 半人半神的先贤制定的宪法也有27条修正案呢。

如果说胡雪冰校长非正常下台无法根本解决＂差别＂带来的问题的话，

同样，张逊校长的非正常suspend也无法根本解决目前的危机，反而只能加重。

- 独立审计，每年一次，或两年一次是我看到的GM大多数的共识--有待投票确认

- Bylaw的修订迫在眉睫 

而现在6董事会多数的存在只能使更多愿意出来做校长的人不寒而慄，视为畏途。

他们的多数随时可以让下一个校长成为下一个张逊。

我个人认为，至少Eric Liang, Xuhong Cheng, Gerorg Yang该下来。他们失准的攻奸该得到抵制和纠正。

如果他们6位对自己代表的真实性有无伪的信心，就该和其他GM候选人站在同样的位置，接受选票的确认。

否则，PCS前行的脚步还会在森林里兜圈子，而不是直接朝着解决问题和危机的方向走，直到走出森林。

但无论如何，早晚我们都会走出森林。

成人俱乐部是我们中文学校天然的一部分，给他们一下子涨价几倍，是什么道理？

请各位举手同意涨价成人俱乐部的各位沉默似铁的董事们解释解释。

体育对华人的重要性怎么说也不为过。想想我们多么对北京奥运有多热情。我们的孩子不缺GPA、不缺SAT、不缺音乐，唯独体育是硬伤。试想，如果这几样都具备，在学校出个名还不容易？领导位置不就自然而然了吗，跟印度人竞争岂不占上风？说到印度人，我们的绝对优势就是体育加胆量。我观察过，球落到中国老太太的脚下，这球保证是高高兴兴地给你踢过来，若是印度妇女，不管老中青，一律躲得远远的。在公司，他们有拍马屁的本事，但若单对单，或在大街上，他们只得俯首称臣。所以，我们不可不重视体育。

田大可前董事长对俱乐部的收费解释很误导。俱乐部的花费在什么地方？West Windsor Recreation Volleyball 向每人每小时只收$1。PCS球馆的租金是多少？俱乐部没有教师的花费，学校对活动又没有liability，那剩下的花费在什么地方？校方的管理费该占多少比例？Cafe有租金、有人用，要向所有去的大人收费吗？本来不想计较这些，但“学生补贴大人”一说听起来居心不良。顺便说一句，排球队在汶川地震后通过PCS集体捐了$2000，还不算单人捐$1000、$500的。

要我说，不仅俱乐部年费可以不涨，学生的学费也可不涨。我们现在不仅要维护好PCS的华人社区功能，今后，我们还应该有自己独立的华人社区中心，不必受制于当地学区。我们还应该有自己的医院，不能让不适合华人体质的医疗方式糟蹋我们的身体。我们的医院还要比大众医院更有效率...

说得多了，但还是那几句话，我个人可以不在PCS打球，但一定要感谢上述几位，并为排球队申辩一下。

最近程煦红董事对外用邮件集体散发的关于兰韵舞蹈团的片面错误言论（见附件），严重偏离了事实，在不明真相的学校General Members中流传，以讹传讹，对兰韵的声誉造成了极大的伤害。

 

前董事长田大可，在十一月十八日的对外公开信的附件中，对成人俱乐部的场地费用，以及兰韵舞蹈团在政府艺术基金的申请和使用合法性上妄加指责，与事实完全不符，严重损坏了兰韵的声誉。

 

程煦红董事和田大可前董事长等人的这些与事实严重偏离的论点，至今仍在继续迷惑着广大不知情的学校General Members。

 

近期还有不少对兰韵舞蹈团恶意中伤的谣言和莫须有指控正在传播，如兰韵侵占学校场地，影响其它课程的正常运作，从未向学校缴交过场地费用，以学生的学费填补兰韵及其它俱乐部的场地费，以及兰韵以学校的名义向政府申请艺术基金，却将基金用于非正当途径，等等。这些荒谬的言论和程煦红董事以及田大可前董事长的不实指控如出一辙，对兰韵舞蹈团, 对兰韵成员及其家庭，带来了难以弥补的精神和名誉伤害。

 

兰韵作为一个艺术团体，于1999年诞生于华夏普兰斯堡中文学校，始终是学校的一份子，十几年来无数次的慈善演出和其它公益演出，兰韵的背后一直站着华夏普兰斯堡中文学校。这些年的几任校长们，对兰韵作为一个艺术团体对华人在美国社会的融合所起到的特殊作用都给予了充分的肯定和支持。兰韵的演出公告和对外宣传上，都标明兰韵从属于华夏普兰斯堡中文学校，历年来代表学校参演，为学校争得了美誉（见附件）。政府艺术基金的颁给，是一项难得的殊荣，因为这背后凝聚着无数流淌的汗水，多次为弱势团体如老人院，老弱病残人护理中心表演舞蹈，参加募捐义演，从幕前到幕后，服装，灯光，音乐剪辑，舞台布景，文字图片印刷等等，都由兰韵团员自己担纲，以尽量节省费用。尽管如此，艺术基金也只能cover到一半的费用，另外一半由兰韵成员共同负担。对舞蹈的热爱让兰韵人将一颗心完全地专注于舞蹈水平的提高上，来自多元族裔的观众对中国传统舞蹈由衷的喜爱更是兰韵人为之流汗乃至流血的真正原因。多年来，兰韵舞蹈团以她独特的方式回馈社区和与她一起成长的中文学校。绝大多数兰韵人，也是中文学校学生的妈妈，都曾热心地为学校义务服务过。作为在海外传承中国灿烂的舞蹈文化的使者，兰韵舞蹈团应是新州华夏人的骄傲，而不是被有些人妄顾事实以莫须有罪名乱加指摘，使兰韵长期以来因类似的谣言而蒙受名誉伤害。

 

为杜绝谣言，为还兰韵一个公道，为促进华夏普兰斯堡中文学校的最终团结，以下郑重说明兰韵舞蹈团有关以前场地费和艺术基金的申请和使用过程，恳请广大华夏普兰斯堡中文学校家长以及所有注册成员们明鉴：

 

1．兰韵舞蹈团曾是华夏普兰斯堡中文学校的一个团体 （1999 - June 2012）。在隶属于华夏普兰斯堡中文学校期间，兰韵舞蹈团和其他所有Adult Clubs 一样，在学校开始向各个Club收场地费后，舞蹈团谨守学校规章，每年都向学校缴交总数为$2000的两节课场地费。如今兰韵决定不再从属于中文学校的主要原因正是由于2012-2013学年的场地费突然高涨到两节课$6000，超过了大多数团员的承受力。

 

2．自2008年以来，兰韵舞蹈团得到学校的许可申请政府艺术基金，连续五年获颁Middlesex County Cultural and Heritage Commission Art Grant。2011 和2012的艺术基金申请，经林合前董事和校长共同批准，而后又经林合前董事和校长多次审核通过申请资料，并曾由林合亲自将申请资料邮寄给Middlesex County艺术基金会。

 

3．基金申请经由Middlesex County Cultural and Heritage Commission Grant Office 慎重考量兰韵对社区的贡献，舞蹈团总体素质和报请的具体表演项目之后决定颁给。这是华夏普兰斯堡中文学校的荣誉。普兰斯堡市长给华夏普兰斯堡中文学校特发来获颁政府艺术基金的贺信。

 

4．兰韵舞蹈团参加的所有活动以及经费使用，均严格按照 Art Grant的有关规章执行；有关活动内容和经费使用的具体报告，每年年终由 Middlesex County Art Grant Office 详细审核通过并存案，以作下一年基金申请的参考。

 

5．学校曾以孩子的学费贴补成人俱乐部场地费的指控缺乏事实依据。持这种观点的某些董事会成员和前董事会成员，必须和几任校长认真核实，如有不实，则必须对自己公开言论的后果负全责。妄加指控只能起到煽动分裂不知情的General Members的作用。兰韵曾有好几年都只能在学校远离教室的走廊上找个角落学练舞蹈。 后来学校的某些场地有时有空档，经学校同意兰韵因此可以在某个时间段用一部分Gym Space来练舞。中文学校在成长，其管理也在同步变化以跟上需求。在场地使用和交费上，多年来兰韵一直遵从学校的安排和要求，直至今年因不合理暴涨的场地费而被迫退出我们曾为之自豪的中文学校。

 

朋友，希望以上所列事实能够让大家辨明真相。请您继续支持兰韵，转发这份公开声明给更多的中文学校的朋友，以帮助还兰韵一个公道，并使兰韵能心无旁骛地继续她的中国文化传播征程！

你们从办校理念，行事风格，交流方式，个人言辞，都已无法再代表广大general members的意志。

为中文学校华人社区的福祉，进步与新生，请先退下！

时至今日，你们不知反省百般狡辩；把不实之辞强加在别人身上毫无愧色；把莫须有演绎得言之凿凿；发出的通知一付老佛爷的颐指气使；把愿景当现实揣着无知做无畏。你们举手通过时，盲信盲从偏听偏信；遇到问题时，推卸责任，一脸无辜，哪有半点担当！你们对别人人身攻击，对大师出言不逊...哪有丝毫代表我们的资格和水平！

给张逊校长的罪名按需改变，云遮雾埋里我们终于探知原来是他不听话。好吧，谁让他不听老佛爷的话呢？罪该万死！GM 选的算老几？一个email拼凑几个不成体统的罪名强行塞给我们，这沉默的庸众！＂你的错误由你来承担，我的错误也由你来承担。＂（崔卫平语）。

把优秀能干肯干的张逊校长非程序化suspend， 你们又义务地替我们端出Dr. Yang， George 做校长，没有半字解释，就集老师，校董，代理校长于一身，拥三位一体的superpower! 创纪录的牛！这任命猜了半天，不得其要。因为他是你们自己人，听话? 能干吗？不知道。肯干吗？也不知道。只看到他推荐的Eric Liang董事和Xuhong Cheng董事的粑粪和攻奸文章。文如其人 - The words used are a measure of who you are。也罢，品味不同，见仁见智。

请告诉我：他怎么不去述职？遇到了怎样的抵抗？为什么这无辜的Dr. Yang受到中文学校最中立的教务，行政以辞职相抵制？他们抵制的仅仅是Dr. Yang本人做校长？还是对你们的办学理念行为方式的严重不信任？如果这是谣言，请告诉我，哪里可以获得真相？ 从东到西，为什么我们General Members永远只能做被一小撮别有用心的人蒙蔽的不明真相的可怜虫？我们的知情权就在你们茶余饭后恩赐的牙花子里？在你们铁幕后面的窃窃私语里？在桌子底下的私密的交易里？肃穆的义正辞严的黑幕下露出一丝幽光，够你们这帮破GM看半天的了！信息公开在哪里？过程透明又在哪里？

请别告诉我你辛辛苦苦为中文学校做了什么，请告诉我你辛辛苦苦为中文学校＂怎样＂做了什么。这＂怎样＂，规定了这＂什么＂的方向，性质，福祸。

义务，不是你们闯进别的班把好老师强行调入自己孩子班的借口；

义务，不是攻奸别人出言不逊的借口；

义务，不是为证明自己真理在握不惜置PCS于险境于难堪的借口；

义务，不是向各个家长俱乐部漫天要价的借口；

义务，更不是公然绑架广大GM意志的借口！

亲们，你们的代表性已经名存实亡！做为校董，你们已经严重阻碍PCS的重生，只有一纸两边都无力使用无力凭借的Bylaw还勉强替你们遮着羞。你们是中文学校政变硝烟的始作俑者！是危机本身！两届校长先后非正常下台，我们想知道：你们准备让谁是下一个张逊？

Bylaw是你们的玩具，民意是你们的擦脚布！

如果你们真的爱中文学校，请全体退下。一则故事说：两个母亲争一个孩子，相持不下。法官说，一人一半把孩子分开就好。那真的母亲撕心裂肺地哭喊：我放弃! 

有一种真爱叫放弃；有一种智慧叫退下。

请坐在GM的位置上，回归平常，好好审视一下，想想自己做为家长需要一个怎样的董事会，一个怎样的校长，一个怎样的中文学校，一个怎样的华人社区。让常识，常理，常情重回心中，把你们所经历的慢慢咀嚼。如果没有大师们方便地指点孩子，如果没有家长们的俱乐部，谁有空在这儿陪你们咳嗽？到英俊的寥冰女士的英华就好！

如果你们真的对自己的代表性有清明的自守，有无伪的信心，请退下，站在其他候选人的同等位置上，接受选票的检验！

 

或者，你们比别人更清楚自己是谁，所以不敢面对选举？

中文学校华人社区今天的危机，是我们GM的冷漠，不参与，不关心的直接结果。请让我们关注的目光穿过柴米油盐，也抵达PCS - 我们自己的华人社区，孩子们学习做人做事的地方。

让GM的选票表达出它真实的意愿！

让你们代表的真实性得到选票的确认！

让GM手中的选票结束这强加在我们头上的被代表的屈辱！

本人是董事成员之一，时刻关注此一公开请愿的动向。 

 

WW-P学区在去年成立了临时Facility Committee，征召成员，调研学区中10所学校的场馆和教室出租管理情况，以期进一步完善。委员会由Deputy Assistant Superintendent 牵头，约10位成员。本人是成员之一，也是其中唯一的中文学校家长。

 

学区出租场馆的一个方针是：不漫天要价，不瞎跑客户。基于所了解情况，本人认为PCS上学年的租金价格合理。

 

本人建议将对兰韵的租金价格降至去年的价位。希望各位董事同仁考虑这一建议。

排球蓝球足球田径等等（包括打排下棋）是中文学校的传统。

舞蹈队是中文学校的骄傲。

开设老人班，给华裔高中生提供义工机会，等等是中文学校的不断进步的表现。

 

希望中文学校的能越办越好！

我不是指定的排球队的发言人，现仅以个人名义感谢篮球队Yingru和兰韵的Tina的付出和努力，以及许许多多的华夏人对体育俱乐部的支持。David Hu的回田大可信也让人鼓舞。

说实在，中文学校以外也有球打，设施更好，而且收费不到本校的1/3。排球队的存在，一是传统（自PCS的前身“中部分校”开始），二是教孩子打球（PCS在华夏率先开设学生排球班）培养全能华人学生（给常春藤学校输送校队人才，或全能人才），三是给华裔高中生提供义工机会，四是代表PCS跟华夏姊妹学校交流（男女多次获得冠军），五是为华夏运动会服务，六是代表PCS在公众俱乐部打联赛（比如大普林斯顿排联）...

体育对华人的重要性怎么说也不为过。想想我们多么对北京奥运有多热情。我们的孩子不缺GPA、不缺SAT、不缺音乐，唯独体育是硬伤。试想，如果这几样都具备，在学校出个名还不容易？领导位置不就自然而然了吗，跟印度人竞争岂不占上风？说到印度人，我们的绝对优势就是体育加胆量。我观察过，球落到中国老太太的脚下，这球保证是高高兴兴地给你踢过来，若是印度妇女，不管老中青，一律躲得远远的。在公司，他们有拍马屁的本事，但若单对单，或在大街上，他们只得俯首称臣。所以，我们不可不重视体育。

田大可前董事长对俱乐部的收费解释很误导。俱乐部的花费在什么地方？West Windsor Recreation Volleyball 向每人每小时只收$1。PCS球馆的租金是多少？俱乐部没有教师的花费，学校对活动又没有liability，那剩下的花费在什么地方？校方的管理费该占多少比例？Cafe有租金、有人用，要向所有去的大人收费吗？本来不想计较这些，但“学生补贴大人”一说听起来居心不良。顺便说一句，排球队在汶川地震后通过PCS集体捐了$2000，还不算单人捐$1000、$500的。

要我说，不仅俱乐部年费可以不涨，学生的学费也可不涨。我们现在不仅要维护好PCS的华人社区功能，今后，我们还应该有自己独立的华人社区中心，不必受制于当地学区。我们还应该有自己的医院，不能让不适合华人体质的医疗方式糟蹋我们的身体。我们的医院还要比大众医院更有效率...

说得多了，但还是那几句话，我个人可以不在PCS打球，但一定要感谢上述几位，并为排球队申辩一下。

兰韵作为一个艺术团体，于1999年诞生于华夏普兰斯堡中文学校，始终是学校的一份子，十几年来无数次的慈善演出和其它公益演出，兰韵的背后一直站着华夏普兰斯堡中文学校。这些年的几任校长们，对兰韵作为一个艺术团体对华人在美国社会的融合所起到的特殊作用都给予了充分的肯定和支持。兰韵的演出公告和对外宣传上，都标明兰韵从属于华夏普兰斯堡中文学校，历年来代表学校参演，为学校争得了美誉（见附件）。政府艺术基金的颁给，是一项难得的殊荣，因为这背后凝聚着无数流淌的汗水，多次为弱势团体如老人院，老弱病残人护理中心表演舞蹈，参加募捐义演，从幕前到幕后，服装，灯光，音乐剪辑，舞台布景，文字图片印刷等等，都由兰韵团员自己担纲，以尽量节省费用。尽管如此，艺术基金也只能cover到一半的费用，另外一半由兰韵成员共同负担。对舞蹈的热爱让兰韵人将一颗心完全地专注于舞蹈水平的提高上，来自多元族裔的观众对中国传统舞蹈由衷的喜爱更是兰韵人为之流汗乃至流血的真正原因。多年来，兰韵舞蹈团以她独特的方式回馈社区和与她一起成长的中文学校。绝大多数兰韵人，也是中文学校学生的妈妈，都曾热心地为学校义务服务过。作为在海外传承中国灿烂的舞蹈文化的使者，兰韵舞蹈团应是新州华夏人的骄傲，而不是被有些人妄顾事实以莫须有罪名乱加指摘，使兰韵长期以来因类似的谣言而蒙受名誉伤害。

 

为杜绝谣言，为还兰韵一个公道，为促进华夏普兰斯堡中文学校的最终团结，以下郑重说明兰韵舞蹈团有关以前场地费和艺术基金的申请和使用过程，恳请广大华夏普兰斯堡中文学校家长以及所有注册成员们明鉴：

 

1．兰韵舞蹈团曾是华夏普兰斯堡中文学校的一个团体 （1999 - June 2012）。在隶属于华夏普兰斯堡中文学校期间，兰韵舞蹈团和其他所有Adult Clubs 一样，在学校开始向各个Club收场地费后，舞蹈团谨守学校规章，每年都向学校缴交总数为$2000的两节课场地费。如今兰韵决定不再从属于中文学校的主要原因正是由于2012-2013学年的场地费突然高涨到两节课$6000，超过了大多数团员的承受力。

 

2．自2008年以来，兰韵舞蹈团得到学校的许可申请政府艺术基金，连续五年获颁Middlesex County Cultural and Heritage Commission Art Grant。2011 和2012的艺术基金申请，经林合前董事和校长共同批准，而后又经林合前董事和校长多次审核通过申请资料，并曾由林合亲自将申请资料邮寄给Middlesex County艺术基金会。

 

3．基金申请经由Middlesex County Cultural and Heritage Commission Grant Office 慎重考量兰韵对社区的贡献，舞蹈团总体素质和报请的具体表演项目之后决定颁给。这是华夏普兰斯堡中文学校的荣誉。普兰斯堡市长给华夏普兰斯堡中文学校特发来获颁政府艺术基金的贺信。

 

4．兰韵舞蹈团参加的所有活动以及经费使用，均严格按照 Art Grant的有关规章执行；有关活动内容和经费使用的具体报告，每年年终由 Middlesex County Art Grant Office 详细审核通过并存案，以作下一年基金申请的参考。

 

5．学校曾以孩子的学费贴补成人俱乐部场地费的指控缺乏事实依据。持这种观点的某些董事会成员和前董事会成员，必须和几任校长认真核实，如有不实，则必须对自己公开言论的后果负全责。妄加指控只能起到煽动分裂不知情的General Members的作用。兰韵曾有好几年都只能在学校远离教室的走廊上找个角落学练舞蹈。 后来学校的某些场地有时有空档，经学校同意兰韵因此可以在某个时间段用一部分Gym Space来练舞。中文学校在成长，其管理也在同步变化以跟上需求。在场地使用和交费上，多年来兰韵一直遵从学校的安排和要求，直至今年因不合理暴涨的场地费而被迫退出我们曾为之自豪的中文学校。

 

朋友，希望以上所列事实能够让大家辨明真相。请您继续支持兰韵，转发这份公开声明给更多的中文学校的朋友，以帮助还兰韵一个公道，并使兰韵能心无旁骛地继续她的中国文化传播征程！

Dear All,

Being away for a week, I just came to see this email with a heavy smell of gunpowder J. Sorry for my delayed response, but hope it is not too late for the clarification. Wish you all just had a happy Thanksgiving and a wonderful holiday season ahead.

As we know, LanYun is a one-of-a-kind Chinese dancing group in our society and community and has become well known for its unique, Chinese cultural and fantastic performances. LanYun joined Chinese School as a young team when the Chinese school was also at its very young age. Over the years, both the Chinese school and LanYun grew significantly. With the value of Chinese culture in mind, every leadership in our Chinese school demonstrated and provided levels of great support to this team at their best. By the same token LanYun contributed exquisite performance for the key Chinese school related occasions. This is a healthy relationship we should all strongly advocate as long as it is within the Chinese school operational and budget capability.

While we recognize LanYun’s growth, evolvement and achievement, we must keep in mind that it is with the name of a nonprofit entity, every act and move is representing the school’s image and responsible for its legal compliance. You are now in the center of the spotlight, and consequently being put in a higher standard.

In May 2012 board Lanyun face to face meeting, it was the first time I heard the details of LanYun grant application. In this meeting, some of you expressed it was not appropriate to repeat what had been done to the grant fund. Since we are not the experts in this arena and we didn’t know what was the exact black and white, now that we realize it, we face it, fix it and move on. We all take the responsibility, there is no one to be criticized on, let alone we are learning as we grow.  After the meeting, I specifically consulted two of my friends working in a government organization specializing in nonprofit organization about this case, they both unanimously told me that we have to put a “STOP” sign on this issue right away.

As we are the members of this school, we are obligated to participate in this discussion and express our opinion. We must understand that any discussion is not personal, but issue specific. This issue has been on the table for heated discussion for a long time, it is overdue for resolution. It is just so happened that the current board members had to stick their heads out and deal with it.

If we want to be stronger, we have to unite together and build strong foundation inside by following the regulation and compliance. Also do not attack the ones wearing “policeman” hats, because they are protecting our safety in the long run.

Guess what?  I have also consulted two of my attorney friends specialized in prosecuting of frame-up cases (damaging people’s reputation by spreading false reports of wrong-doing). They both unanimously told me that your series of ill-willed allegations under the name of PCS or not fit such a case perfectly if YOU don’t put a “STOP” sign on this kind of behavior right away.  

 

As one of the hundreds of members in PCS Chinese community, I am shocked by your non-stopping unprincipled, vicious attack of the very victim of yours.  The disgraceful rumors and personal attack on Lanyung and their teacher spreading all over the greater HuaXia Chinese schools are intolerable to anyone who care about the decency of our community.  These venomous slander cut out of the same cloth as what you are wearing.  They are the cancers of our Chinese community.

 

While our society (Chinese or American) celebrated the accomplishments of Lanyung and treasured what they brought to our community by attending and awarding their performances with Metals and grant, what did you do under the name of PCS Board – based on your self-exposure:

1.       You wrote a letter to stop Lanyung’s Grant application;

2.       You prohibited the name of Lanyung in HuaXia PCS and denied PCS’ association with Lanyung;

3.       You refused the request of Lanyung to discuss any amendment in the Grant application to satisfy their criticism.

4.       You raised the fee for Lanyung from $2000 to $6000 along with other Adult Clubs without ANY discussion and advance notice.

5.       You conspired a policy that encourages any new, not only children but also adult, class led by outside-company-instructor over the existing adult clubs, and put them in the disposable bottom when school prioritizes space for classes.

6.       Helen spread the rumor in my eye, literally, about Lanyung’s violation of government regulations and their misconduct causing PCS serious problems. You told me to stay away from Lanyung when I was one of the representatives of the Adult Clubs.

7.       You forced Lanyung out of PCS.  Anyone would think you’re satisfied for your victory – here is where you get absolutely vile:

8.       In the mid of the current crisis resulted from the dysfunctional Board against Principal Zhang, Xuhong Chen shamelessly wrote “ The story starts from the Lanyung Dancing Group in our Chinese school” and continued to spread the harmful slander, when all Adult club members limited their involvement, and avoided to be used to change the nature and focus of this crisis.

9.       After withdrawn themselves from your ruling, Lanyung still can’t hide from your attack, and force to protect their innocence through a公开信.  What a helpless act – where are the leaders of our community!

10.    You continue to chase your own victims with your baseless accusations and dreadful insults.

根据Bylaw,学校是一个语言学习和文化交流宣传的no-profit华人社区中心，新的学校注册如有违背和不忠于这个建校宗旨，就将其改正，重新file amendment ,有这么难吗？ Board 更应维护，支持和尊守这个章程;　Compliance 是为学校服务的而非牵着学校鼻子走的, 否则本末倒置！　

 

Jenny Wan 类的胆子太大了，但念其已不任职，不追究了！　人，还是要光明磊落,否则，欠人, 迟早要还的！　

 

现任的Board member 尤其是Eric Liang, Xuhong Cheng 应学习建校宗旨，有不同意见者请专到其他学校如英华等只以学习为重的中文学校； 已有的学校登记，请下届董事会将其改进以附和建校宗旨; 林合这种不顾学校声誉将个人攻击放在公众面前的行为应写进Bylaw, 劝其离开华人社区，以免后患，华人社区伤不起啊！　

 

兰韵是我们华人社区的骄傲，以她特有的美的方式来传扬中国文化，能得到政府基金更是荣幸也是PCS的荣耀；

太精辟了！ 举双手赞成!  你的话让我茅塞顿开：原来PCS历年来一直就是掌握在一群源源不断的牛鬼蛇神手中。这帮魔头最小的罪名也是领头闹“petition", 妨碍董事会执行公务， 破坏PCS安定团结。可也奇怪呀，这些历任校长董事长在接受我们GM投票的时侯可个个都道貌岸然的呀，咋一当选就蜕化变质了呢？ 是俺们GM看走了眼， 还是他们太傻或太狡猾？PCS到底是个啥神奇的地方，再白的人进来走一趟， 咋就连牙都黑了呢？明白了，只有那些不说话的或只说话不干事儿的能潇洒走一回而幸免一黑， 建议把这一条写进Bylaws, 以免将来有人声称不知者无罪而找理由开脱。更要警告即将受GM之托在Dec 16走马上任的新校长/董事长：没这金刚钻可千万不要揽这瓷器活，更不要 做牛鬼蛇神们的传承，否则你们会连骨带肉黑得更惨，俺们GM这回可是空前心明眼亮的！

我想提醒大家我们就事论事，不要人身攻击。前面刚刚说有两位董事人身攻击而要他们下台，一转身就攻击他们和前后各届理事和校长，就有些不在理了。我们在这里是为了摆事实，讲道理。什么事情明说了，我相信大家会给出自己的判断。请独立思考而不要从众，谩骂就更不恰当了。

独立思考需要数据，而数据是最难获取的。从几位现任和前任的邮件中，我大概理出了以下头绪，可是疑点比结论多。

1. PCS非赢利组织身份变更。大概在2009年，PCS改名，把以前的组织解散，主要原因是保证NPO compliance。这段历史是这几年的恩恩怨怨的关键。作为当事人，林女士，万女士和唐先生代表的当届理事会可以考虑给大家说明，明确指出立了那些规矩和为什么立这样那样的规矩。GM们到现在还是更多的是被情绪化的邮件左右。事实真相似乎离我们很远。

4. 信息透明度。 董事会和校长打架这么长时间，GM一无所知，连校长想诉苦还得偷偷摸摸，还被董事会抓住作为罪名之一。为什么每月董事会议没有公示，也没有对GM公开部分？会议记录也该按时公开，为什么等到出事了才想到发给大家？ 另外HX PCS的tax return是public information.  建议学校放上网供大家查阅。

非常同意 家长甘建平的声音。作为我同甘建平一样的普通家长， 我们关心的是我们孩子们将来能在PCS学到什么。近一个月左右， 我们经历了感情的高低的起伏，现在我们需要理智来考虑和判断PCS “crisis". 过去的年代已经过去。也只有过去就都让它过去，我们才能从现在开始完善过去的不完善的系统，创建一个真正的我们孩子着想的新的PCS学校系统。

PCS要面对将来。为了我们的孩子们，

1）不合格的董事们必须辞职。必须让合格的董事们和校长来参与孩子们的建设。因为孩子们不光是到PCS来学习中国语言和文化，同时还要学习怎样做人，和做一个什么样的人。榜样的力量是无穷的。这里包括好的榜样和坏的榜样。

2）完善 PCS bylaw

3) 增加信息的透明度。董事长田大可在 11-3-12 发给 G-member an email: " Suspension Principal Zhang Xun All authorities... and...." 在没有给GM发任何信息之前，更没有“Public Hearing 之前， 就把一个几乎把所有的业余时间都奉献在PCS学校上的张逊校长给罢免了。在11-11-12 听证会上，不顾G Members 的请愿以一个有预谋好的紧逼盯人方式：Board 7-1辞职 =6 和 张逊校长的 1-1 辞职=0 的公式，逼张逊校长辞职。 同时也开创了PCS第一个”三位一体“集监督权，行政权和教师为一体的制度。

4）为了孩子们能在异国他乡PCS学校学到更多的中国国产文化，提倡有大师级的团体进入PCS。 现有的大师级的团体必须挽留，为了弘扬中国文化兰韵必须邀请回来。

Yi Heng的观点我不完全认同。觉得进平的观点比较更有道理。

我个人有限的认知里认为IRS的报备是有进步意义的，但这个报备和我们认知的传统的范围有很大差别。

每个人为PCS做事都有自己的各种局限。IRS报备可能清楚的不多，做中学习，做中调整，做中进步。

如果只认为自己的报备唯一正确，可以不顾民意不顾传统，就太过了。

这个办学理念的冲突是可以调整的，回归大家认可的学校社区概念。修补IRS是必须的和应该的。怎样修补怎样调整，也仍然是个学习过程。将IRS报备内容公之于众，公开透明，有助于大家的知情。并且知道哪里需要修改。

但挥舞着唯一正确的镰刀，让连着两任校长非正常下台是不对的。是对中文学校华人社区有害的。这是一个不好的开始。

如果校董事会有人愿意去做校长，是件好事。但要等到下一届。按照程序来做。否则就是篡。

向大家解释解释也不为过。即使当时做法有欠考虑，也是可以理解的。谁都会有限。做得多错得也多。而不做不参与是最大的错误。

如果不妥，补救就好。而不是一意孤行。

如果实在无法认同，愿意纯粹学习中文的家长们可以到英华就好。好在这是可以选择的。

我想提醒大家我们就事论事，不要人身攻击。前面刚刚说有两位董事人身攻击而要他们下台，一转身就攻击他们和前后各届理事和校长，就有些不在理了。我们在这里是为了摆事实，讲道理。什么事情明说了，我相信大家会给出自己的判断。请独立思考而不要从众，谩骂就更不恰当了。

独立思考需要数据，而数据是最难获取的。从几位现任和前任的邮件中，我大概理出了以下头绪，可是疑点比结论多。

1. PCS非赢利组织身份变更。大概在2009年，PCS改名，把以前的组织解散，主要原因是保证NPO compliance。这段历史是这几年的恩恩怨怨的关键。作为当事人，林女士，万女士和唐先生代表的当届理事会可以考虑给大家说明，明确指出立了那些规矩和为什么立这样那样的规矩。GM们到现在还是更多的是被情绪化的邮件左右。事实真相似乎离我们很远。

  可以看出您是一个热心和关心PCS的家长; 您的问题很好,和我的并不矛盾;我是将所有公开讨论的邮件进行分类,整理,反推理后得出的事实结果 ; 看问题都有两面,我只是点了"暗"的一面,而您问了积极的一面;

 

  好的是,有更多的家长和你我一样的关注和思考中文学校如何更好地发展,而不是送了孩子就离开或者出了事就抱怨但从不参与和思考如何更好地支持PCS !

 

 同样, 我对PCS的BOARD和Admin 表示敬意, 因为我相信他们和我们一样的"忙",但他们却还能抽出时间为大家服务, 仅此一点他们就站得比我高, 尽管他们的处事方式和对问题的理解不一致 !

不好意思，从你名字的拼音上分不出你是女士还是先生，所以不知道怎样称呼你。 我在HXTeahouse的平台上观查了你的声音，觉得你知道的很多很多很多，象一般的CMs没有办法知道的事情。你确实提醒了我很多需要思考的问题。 能交个朋友吗？ 我很想分享到更多象我们这样的既普通但是又非常忙碌的家长们不知道是事，但是又非常关心PCS发展和前途。

另外，我不赞成你的在句话：“… 好的是,有更多的家长和你我一样的关注和思考中文学校如何更好地发展,而不是送了孩子就离开或者出了事就抱怨但从不参与和思考如何更好地支持PCS !...”似乎打击面太广。 作为一个普通家长，在选学校的事上我们不是盲目的，首先我们是相信我们的孩子能在这个学校收到好的教育的。是相信PCS的老师们的。家长们“送了孩子就离开”大多数是让孩子 们为她/他们自己的独立思考的环境，同时在老师们的启发和引导下学习成长。。。家长们也可以有时间交朋友和做些其它的事。我想没有一个家长会认为PCS是一个DAYCARE的地方不可否认，现在所有的教室外面很安静，是张逊校长和Luke副校长的功劳。

前路漫漫，或许还会有迷津。但只要行在光中，做在明里，说在亮处，公开信息，透明过程，言责自负，我们就会容易地找到PCS的最大公约数。


PCS领导者，请你们明确记住，我们选的是「全体」PCSers的代表，不是多数，也不是少数更不是几个人的代表！PCS的最大利益是你们考虑任何事情的着眼点，作出任何表决的出发点，校章是你们做为的总依据。＂宗派是必须永远予以防范的邪恶！＂

PCS领导者, 修改校章，请虔敬自守，小心求证，耐下心来，反复表决，反复征询PCSers的意见，反复参考法律人士的建议。如果一时不能确定就不要急着确定。不求做得很快，但求做得合适。请公开，请透明。请参考先贤们的制宪过程，那谦卑的博学的绅士的古典的有所敬畏的令人回味无穷的契约制定过程！请擅用现代科技来进行多向交流。

PCS领导者，除了良知良能良技（良是相对的，愿意服务是良之首良），还需要有远大的目光广博的胸怀，既勤恳耕耘好学习中文弘扬文化的根本，也要踊跃参与更多社会生活，释放出华人社区该有的辐射力。＂小的＂实现这样的目标 --比如：东亚历史课程选择，春节为校区浮动假日；＂大的＂为真正的平权，为真正的族裔平等，发出华人社区最大的和声，给出华人社区最好的作为！期待这PCS小社会大舞台上多多走出未来的华人政治家！
