Proposed additions to core HXL standard

After an analysis of hashtag and attribute usage across more than 8,000 HXLated datasets on HDX, I have identified 3 attributes that are used by at least 20 different data providers but do not appear in the core HXL 1.1 hashtag and attribute dictionary:

+acronym
Frequently used with #org to identify the organisation's acronym, e.g. "WFP" for the World Food Programme. (23 data providers)

+returnees
Used with #affected, #inneed, etc to identify IDPs and refugees who have returned to their original home areas and are in need of humanitarian assistance. (25 data providers)

Here are some more suggestions from HXL users inside our team at the Centre for Humanitarian Data:

#priority
A column listing operational priorities.

#sex
A column listing sexes or genders (similar to the +f, +m, and +i attributes)

#age
A column listing ages or age brackets (similar to attributes like +children and +adults)

Extend #value for non-currency values (instead of #indicator+num)

Document default type attributes (e.g., assume +num for #value)
