Attached a draft submission on Hutt City long term plan.  What do you think?  Other important issues?

I have not had the time or capacity to make a submission based on my research for the Wainui Hill.
 
I will read this, and, should there be anything I can add re the hill, will you be open to seeing a few mentions?

Hi Matt,

Just a 4 line submission supporting the Wainui Hill would be well worthwhile.  It will also give you the opportunity to speak to the Council.  While we have got a Wainui Mayor, this is our best chance.

As someone who is overworked but watches all these emails and thinks brilliant work is being done, I presume this is going in the name of the network and you are giving an idea of numbers who support it?

Good one Tom – thanks for this – I suggest you say it is from the Hutt Cycle Network.  I’m happy with that – others?
 
I’d insert two bits – something like the following
 
Overall Priority
 
Cycling is declining as a means of transport in the Hutt Valley, despite it being the best geography for cycling in the Wellington Region.
 
Increased cycling is the most cost efficient means to improving the transport network.  It also has positive impacts on health and the environment, in contrast to every other mode of transport.  Despite this, council only invests a minute fraction of its transport expenditure on making our transport network safe and attractive to cyclists.  Instead, it continues to invest heavily in a roading network for cars that is already streets ahead of what cyclists have.
 
Long term planning and funding should increase the allocation of money to cycle initiatives, including the maintenance of an up to date strategy and the delivery of improvements.  These improvements should encompass both on road and off road options for commuter cyclists.
 
 
Improving design and Implementation
 
Involvement of cyclists in the planning and design of cycle facilities is critical to their success.  We recommend the council develop networks for consulting with cyclists at each stage of the planning, design and construction process.  Without this, you will build white elephants.
 
Other roading initiatives and priorities also have a significant impact on cyclists.  There are numerous recent examples of general roading improvements making matters worse for cyclists, or missing significant opportunities to improve cycle safety at little marginal cost.  A requirement for a cycle perspective in all roading initiatives is needed to ensure continued improvement in the cycle network.

I agree with the Moera-Gracefield connection  and the suggested route as being a good idea.
And with sealing Pomare- KGB.
Someday Belmont flat to Silverstream via Manor park should also be joined up.
 
I’m happy if it goes from Hutt Cycle network (and add page nos)

The trail on the west bank of the Hutt river currently ends at Manor Park as Graeme mentions.  Hutt City are discussing with Greater Wellington as to whether the missing bit through to Silverstream Bridge can be added.  This has been prompted by residents at Manor Park complaining about lost cyclists asking them “Where to from here?”  This should go in the 10 year plan as well.
