Hello Thomas,
Thank you for answering. I tried your suggestion, same issue. I
uninstalled Hugin and reinstalled it, same issue. I uninstalled
Hugin, deleted HKEY_CURRENT_USER\Software\hugin and reinstalled
Hugin, same issue.
So I did some other tests. If I run Hugin in a very small window (
https://drive.google.com/file/d/1NLLtQMiWyfcUHa60tUNmUQ4ZAUfyE3NX/view
), when I load an existing project (
https://drive.google.com/file/d/1lD7Jgy9PDNLpWTP6FvZa99P5jwWalLh4/view
), the contents stay in place. But as soon as I select one photo in
the list, Hugin changes the proportions of the elements inside the
window (
https://drive.google.com/file/d/13CikIQ0OP8Zx6adtRoM-NditSHNjSWIL/view
). I can increase the height of Hugin's window until I get this
result (
https://drive.google.com/file/d/1NsCbff1C2xNvFIJU5HBWf3IZuUJ569as/view
). Then I can change the selected picture, and Hugin won't do
anything strange, as long as I don't change the window size.
But if I increase Hugin's window width to about this
https://drive.google.com/file/d/1MjsrX5g-sjVgkqVUzTfw3M6uQarOnrCC/view
, when I change again the selected photo, I get this

I don't know anything about the tools you use to create Hugin, but
couldn't you specify minimum dimensions for some elements? Or could
you give the user "handles" to allow him to set the proportions as
he wants?
One important piece of information : because I have a (close to) 4K
display, I set the scaling to 200%. If I set it to 100%, all those
issues disappear.
