to hugin and other free panoramic software
is it possible to take a single fisheye image, convert it to equirectangular, then apply those exact same setting to another image?

Yes. After converting an image successfully to equirectangular, save the project (File->Save as) for future use as a template file. Then start a new project and add a different image. Use File->Apply template to copy in the project settings from the template file and then generate the output remapped image. For optimum results with lens distortions accurately corrected, shoot a full 360 degree panorama and stitch the images in Hugin to evaluate a good set of lens parameters that can be used in your template.
