Dear Kiranji/ Subrataji.

we have identified two cases for developing case studies.  the details are here under.  please go through ands uggest us. 

Case 1: Toopalli village in NP Kunt Block Team could be one case that captures the role of community in evolving social regulations for use of groundwater through crop-water budgeting.

In this habitation, hydrological data is collected regularly that is displayed in a central location in the village. The villagers got the opportunity to observe the fluctuation of water and indulged themselves in informal discussion on the pattern and changing behavior of water and also to assess the quantity of available water. This has led to the discussion on the need for taking up crops that require less water and also plan cropping as per the availability of water. This has resulted in undergoing the process of crop water budgeting in 2012-13 in which they have calculated recharge and draft, and based on the results of the exercise and the condition in which community is living, they have formulated rules and regulations that need to be followed by entire community in the village on use of groundwater in particular. The formulated rules and regulations are written on the wall in the village and all the members are adhering to the regulations as evolved by the community.

Case 2: Somarajukunta village in NP Kunta could be a case on practising informal rules and regulations on the use of water from common water bodies created in the jurisdiction of the village. Select farmers from this village played experimental groundwater game in 2012 – 13, and they realized the importance of using water efficiently, to get more yields from the quantity of water they use. This experience of judicious water use has prompted them to decide that “water from the created common water bodies” could be used by the villages only for life saving irrigation and the use of pump set for providing life saving irrigation is prohibited. People can carry with water only through pots. People from outside the village can also carry water from the water bodies with prior permission from the village institution; unauthorized users would be imposed with fine by village institution. So far no incidence of imposing fine has taken place but one family has been fined for indulging in sand mining from the common site.

We are sharing some ideas for the HUF case studies in our project areas.

I.

 Jora Mahuda's 'Nai Talayi' or the 'new pond' dug under MGNREGS in 2008 has significantly impacted the lives and livelihoods of the villagers. 'But for the new pond, people would have encroached the common land', says a villager in Jora Mahuda, which is under Survey no. 36. This pond has been dug, primarily, for meeting the drinking water needs of the cattle in the village. As a positive externality, it has recharged wells around the pond, helping ten farmers increase the cropping area.

 

II.

Semlapur talai (pond) is the major source of drinking water for livestock in Semlapur. This pond provide water for all livestock in Semlapur village and other villages around, especially during summer. Odha, Ratankhera and Renadi are the other villages, which were facing water inadequacy every year, now having adequate water supply, thanks to the pond. In 2009, the community undertook the de-siltation work, under  MGNREGS, which is being carried out every year since then. It has also supported the 'rebali' community who are nomadic tribesmen carrying hundreds of cattle along with them.  “4000 to 5000 sheep and goats have come here in one day and still there was  little affect on the water” says Lakshman, a member of Deonarayan Jalgrhahan Samiti, which manages the pond.

Dear All,

As you are all aware, along with the six monthly progress reports, we have to submit 2 case studies from each location in the HUF Project. These case studies should fit into the action learning circle and should aim to cover stages of project growth. The studies should encourage understanding(positive/negative), diagnosis, reflections, alternatives and scaling and advocacy.
 
Following are a few suggested pointers that would help in developing and documenting case studies under HUF project.

As we are still at an initial stage of the project, case studies may be on:
  • Any interesting story on preparing and developing village perspective plans and village specific byelaws on water issues
  • Any special arrangements made for the poor and bringing them into the forefront in managing the water resources of a village.
  • New cases talking of collective governance, collective actions in villages on managing water resources - aspects like community claiming rights over water resources (being either used privately or auctioned by Panchayat) 
  • Case studies on NREGA panning, leveraging, benefits to communities and water information etc.
  • Case studies capturing conflicts in a village or conflict resolutions
  • Cases on developing new institutions for water management in the villages
  • Case studies can also be collected from the old FES project villages (if included under HUF project) depicting cases of collective governance resulting in management of water resources.
  • Behaviourial changes and/or Insights from Experimental Games and Cropwater Budgeting (Papagani Cell/ Chittoor and Anantapur BLTs)
  • Tools for improving water governance example: borewell mapping, crop matrices, irrigation schedules etc
  • We may also highlight failure stories  

We would also need photographs that would support your case study. Please take help from the regional media cell for photo documentation.

Please circulate this mail with all the team members so that maximum numbers of stories are collected.

Please share the ideas for the stories, with 5-10 lines for each story and share these ideas at the earliest and not later than 10th September. Please note that once you share the ideas, we will help you select two stories which would need to be further developed to be shared with HUF and we will need atleast fifteen days (including the time in teams for sending the stories and at CO for finalising the stories ) to come up with final case studies.
