I asked this question of HomeTelos and this is the response I got....

"The contract documents always should be signed by the broker on the
NAID. However, if the broker will not be available that can authorize
someone else to sign for them. The authorization letter is like a
limited power of attorney. It should define time and scope. A copy of
that letter will always need to accompany the contract so we can
verify the signatures."

Contact me if you have any questions!!

No. I wasn’t provided with one. It sounds to me like you can prepare a simple statement… “Scott Davis is authorized to review all HUD documents and sign as the broker for (NAID registered office name) on my behalf for any and all contracts submitted this date to this date”. Signed NAID registered broker and Scott Davis. She mentions that it has to accompany any offers so that signatures can be compared so I would make sure both you and your NAID broker have signed the statement.

If I find out otherwise I will let you know. I think HUD’s definition of broker is different than our definition of broker which has caused the confusion.
